About the Kyrgyz Committee for Human Rights

Kyrgyz Committee for Human Rights (KCHR) - was established by well known in Kyrgyzstan and abroad human rights defender Dyryldaev Ramazan. NGO - The Kyrgyz Committee for Human Rights - one of big NGOs in Kyrgyzstan that unites more than 1000 activists in Kyrgyzstan and abroad.

Higher body of the NGO - The Kyrgyz Committee for Human Rights is a conference that takes place once in five years, but in cases of necessity it can be organized any time. Between the conferences board of NGO - The Kyrgyz Committee for Human Rights and the chair do management.

Board consists of 9 well known in Kyrgyzstan and abroad people. Staff of NGO - The Kyrgyz Committee for Human Rights consists of 13 - 25 people, who are selected from component staff - activists loyal to the ideas of human rights. NGO - The Kyrgyz Committee for Human Rights has its affiliates throughout the country and abroad, and representative institutions in Vienna, New York, Geneva, and Brussels.

NGO - The Kyrgyz Committee for Human Rights has a status of Forster in UN, is a member of IHF, FIDH, OMCT and number of other organizations.
NGO - The Kyrgyz Committee for Human Rights cooperates with more than 1000 international NGOs, inter governmental and governmental organizations abroad, many well-known universities and with independent NGOs in Kyrgyzstan.

Major programs implemented by NGO - The Kyrgyz Committee for Human Rights:

1. Fight against torture. NGO - The Kyrgyz Committee for Human Rights yearly publishes special report on torture in Kyrgyzstan and contributes to the legislature in this field. In 2003, by the initiative of NGO - The Kyrgyz Committee for Human Rights, a bill was established together with deputy of Kyrgyz parliament Beknazarov, which covered the responsibility for torture, since the government did not implement responsibility taken from the Convention on torture, ratified in 1996, and additional responsibilities taken during the government report to the Committee against torture UN (1999) and Committee on human rights UN (2000).

NGO - The Kyrgyz Committee for Human Rights also, publishes urgent statements with facts on torture together with international partners. NGO - The Kyrgyz Committee for Human Rights implements monitoring on maintenance of rights of convicted persons. NGO - The Kyrgyz Committee for Human Rights implements rehabilitation of torture victims.

2. NGO - The Kyrgyz Committee for Human Rights writes annual reports, reports to international organizations on facts of violation of human rights in the fields of "Freedom of speech and mass media", "Freedom of assembly and peaceful meetings and demonstrations", rights of journalists and various actions. According to the facts on violations, of called fundamental rights, daily information is disseminated to international society about CA.

3. NGO - The Kyrgyz Committee for Human Rights implements the fight against corruption. For this purpose it conducts monitoring of effectiveness of foreign aid to the government given from international society, including projects of WB, IMF, EBRD, ADB, OSCE, EU and others. Additionally, help given from foreign governments. NGO - The Kyrgyz Committee for Human Rights carries out monitoring on corruption by number of ministries, high authorities and members of the family. Reports are released often based on facts on corruptions.

4. NGO - The Kyrgyz Committee for Human Rights conducts monitoring of Shanghai Organization for Cooperation (SOC) - politics of which under pretence of fight with terrorism and extremist, is aimed at suppressing human rights. One of the main declarations of SOC, adopted in Bishkek, is not to allow interference into the internal affairs of member-country under the pretence of human rights violations.

5. Children's Rights - NGO - The Kyrgyz Committee for Human Rights conducts monitoring of children's rights, and every year issues a report. One of the last NGO - The Kyrgyz Committee for Human Rights reports prepared jointly with OMCT was prepared for UN committee, in a connection with government report on treaty obligations.

6. Minority rights - NGO - The Kyrgyz Committee for Human Rights conducts monitoring of Uigur minority rights in Central Asia. This way the government of KR, in order to please Chinese regime, included some Uigur organizations in the list of terrorist organizations and they were acknowledge by some countries as terrorist organizations.

7. Border conflicts - NGO - The Kyrgyz Committee for Human Rights monitors human rights on border territories of Central Asia, especially in Ferghana valley, where usually citizens become victims of mine-strewn border territories, illegal acts of border servicemen, custom servants and administrations of border territories.

8.Women's rights - NGO - The Kyrgyz Committee for Human Rights monitors violence against women, especially victims of rapes. Usually such crimes are not investigated, many rapes are covered, statistical data does not comply with real situation.

9. Recently NGO - The Kyrgyz Committee for Human Rights started monitoring the participation of citizens in drug trafficking, reasons for their participation, the level of confrontation to drug trafficking by the government, international community, the effectiveness of confrontation, the participation of public servants themselves in drug trafficking.

10. Migration - internal and abroad, the observance of migrant's rights, after September 11 the rights of migrants are violated more often, even in countries where the level of human rights observance is relatively high. Many migrants are defied of their rights. NGO - The Kyrgyz Committee for Human Rights together with one western lawyer and international NGO initiated the a lodge of a complaint to European court for human rights for arbitrariness and illegal deportation of migrants from Kyrgyzstan. NGO - The Kyrgyz Committee for Human Rights monitors crimes against migrants in several countries. NGO - The Kyrgyz Committee for Human Rights is for betterment of international law on migration, because migrants become victims of mass discrimination, especially under pretence of fight against terrorism.

11. NGO - The Kyrgyz Committee for Human Rights monitors the observance of the rights of human rights defenders, electors during elections, religious figures, social rights, crimes against criminals, the rule of law and independence of judicial system and other human rights.

12.One of the main NGO - The Kyrgyz Committee for Human Rights priorities - is the reception of citizens along the entire republic, for this reasons NGO - The Kyrgyz Committee for Human Rights activist work along the entire territory, in their offices every year they receive thousands citizens who ask to protect their rights which were violated in administrative, law enforcement and judicial bodies. NGO - The Kyrgyz Committee for Human Rights coordinators observe this work. NGO - The Kyrgyz Committee for Human Rights activists protect citizens' rights in courts. By NGO - The Kyrgyz Committee for Human Rights and deputy Beknazarov's A. initiative Criminal Code of Practice provides the right to public defenders to defend. NGO - The Kyrgyz Committee for Human Rights activists participate or monitor mass gatherings, and cooperate in this field with international organizations and other NGOs.

By protecting rights NGO - The Kyrgyz Committee for Human Rights usually becomes a victim itself. In 2004 Dyryldaev's daughter Ainura was attacked twice, she was beaten in front of her children and was hospitalized with brain concussion. All Dyryldaev's relatives are persecuted; they are deprived of their jobs. The analogical is happening with other figures of opposition.

Dyryldaev was falsely accused and subjected to criminal persecutions several times. Recently parliament commission found out facts of wire tapping of NGO leaders, opposition figures, including Dyryldaev. Pro-Akayev courts pronounced over 30 judgments against NGO - The Kyrgyz Committee for Human Rights. Despite all these NGO - The Kyrgyz Committee for Human Rights continues its activities.
